Cortez council to weigh water master plan, spending limits Tuesday

The Cortez City Council meets Tuesday, September 22, with a work session at 6:30 p.m. followed by its regular meeting at 7:30 p.m. Both are streamed live on the city’s website.

The main items

Water System Master Plan. Under new business, the council will consider Resolution No. 16, Series 2026, which would adopt the City of Cortez 2026 Water System Master Plan.

Spending authority. Resolution No. 14, Series 2026, would amend the city’s spending authority limits, the dollar thresholds that set who can approve an expense. It would supersede Resolution No. 34, Series 2001.

Two historic designations. The council holds a public hearing and second reading on Ordinance No. 1376, Series 2026, which would designate the Garland Home at 120 East North Street as historic. Separately, Ordinance No. 1377, Series 2026, a first reading, would do the same for the building at 209 West Main Street.

• Public hearing: a new fermented malt beverage and wine license for UPOP Holdings LLC, doing business as Gopher (Store #49), at 2410 Fairway Drive.
• Public hearing: Resolution No. 17, Series 2026, on a conditional use permit and minor deviation for a carport on a single-family lot that would extend into the front and side setbacks.
• New business: an intergovernmental agreement with Montezuma County covering liquor, marijuana and natural medicine licensing for 309 North Broadway, and setting a public hearing date on a new tavern liquor license application from Junction Enterprises LLC, doing business as The Junction, at the same address.
• Consent agenda: routine items including a special event permit for the Cortez Area Chamber of Commerce’s Business After Hours on October 8, and hotel and restaurant liquor licenses for Loungin’ Lizard and Mi Mexico Mexican Food.

Work session

The 6:30 p.m. work session opens with an executive session on the municipal judge’s contract and negotiations concerning the Fiber Express Line. The Parks and Recreation Department will then present on the green ash beetle and its effect on ash trees in city parks, followed by general council discussion at 7:15 p.m.

How to comment

The regular meeting has two public participation periods. The first is limited to 30 minutes in total; the second, near the end of the meeting, has no overall limit. Each speaker gets three minutes and may speak once.
