Mancos trustees to open 2027 budget hearing Wednesday

The board's first publicly posted agenda in weeks lists a public hearing introducing next year's proposed budget, an open container permit for El Rio Cantina and the final discussion of two comprehensive plan chapters.

The Mancos Board of Trustees will open a public hearing on the town’s proposed 2027 budget when it meets Wednesday evening, according to the meeting packet the town posted Friday afternoon.

The agenda lists the item as “Public Hearing: Introduction of 2027 Proposed Budget” — the first formal step, at which the proposed budget is presented and the public can speak. It is not listed as an adoption vote.

Two other items are listed for discussion and action. The board will take up an open container permit for El Rio Cantina and hold what the agenda calls the final discussion of chapters 3 and 4 of the town’s comprehensive plan. Chapter 5 is already set down for the board’s next meeting on October 28.

The consent agenda — items normally approved together without separate debate — covers the minutes of the September 9 and September 23 meetings, September bills and claims, a SWORD update and a Region 9 update. Before the business items, the board is scheduled to hear a presentation on the Mancos Senior Center from Kelli Hargraves, whom the agenda lists as MCDSS director — the county social services department — followed by a Montezuma County Commission update and announcements.

A workshop precedes the meeting at 5 p.m. in the Town Hall board room, on 2027 projects and capital spending. The packet states that monthly board workshops are for discussion only, that no decisions can be made in them, and that although they are open to the public, public comment is not accepted.

The regular meeting starts at 6 p.m. at Mancos Town Hall, 117 N. Main St. The agenda says people wishing to address the board will be directed to the podium; comments on items that are on the agenda are limited to five minutes per person, and comments on items not on the agenda to three minutes. Speakers are asked to state their name and physical address. Written information handed to the board at the meeting is provided in the packet for the next meeting rather than acted on at the time.

The agenda also lists what the board expects to take up on October 28, including a joint workshop with Mancos United, chapter 5 of the comprehensive plan, a Summer Hub presentation by Katie McClure, and an executive session on personnel for the town administrator’s evaluation.

The packet is posted on the town’s agendas and minutes page. The town’s own meeting calendar lists Wednesday’s meeting at 5:30 p.m.; the posted agenda gives 5 p.m. for the workshop and 6 p.m. for the regular meeting, and the agenda is the official document.
